Open Call for Agile Pilots – Questions and Answers

Q1: How public are the materials and results of the agile pilots? What is required from the companies?

A1: Intellectual property rights (IPR) of the service, technology and/or solution stay with the company. Forum Virium Helsinki does not have requirements on IPRs. As agile pilots are conducted on public money, Forum Virium Helsinki is interested in the results and outcomes of the pilots. The required materials are listed in the annex of the tendering documents. The key materials and findings may be communicated to third parties, with the exception of commercial secrets and other confidential information.

Q2: What is the lifespan of the project? What happens, for example, to the equipment purchased for the pilot?

A2: Forum Virium Helsinki procures the agile pilot as service for a given time. The equipment and the other resources acquired for the pilot stay with the company.

Q3. What happens in the case of broken equipment during the pilot?

A3: The company should manage the insurances of the equipment critical to the implementation of the pilot. Forum Virium Helsinki does not compensate for broken equipment.

Q4: What happens to the agile pilot after the piloting period?

A4: The company and Forum Virium Helsinki agree about the piloting period with a written contract. In cases, where there is no specific reason to end the pilot after the actual piloting period, it may continue on company’s own responsibility and cost. If there are temporary formal permits or other limiting issues regarding the pilot, it is necessary to end the pilot when the agreed piloting period ends.

Q5: Does the cost of dismantling the equipment need to be covered in the tender?

A5: Yes, the cost should be included in the tender. The company should include the costs associated with the pilot, including installation and dismantling costs.

Q6: How strict are the time constraints in the case of a force majeure influencing the pilot?

A6: In case of force majeure, Forum Virium Helsinki has a flexible approach regarding the delays of implementation. These are agreed with a modified contract of implementation.

Q7: How can Forum Virium Helsinki help in negotiating with the city about policies and administrative issues, i.e. assigning parking lots for the use of an agile pilot?

A7: The company should arrange the critical administrative issues beforehand. Forum Virium Helsinki has an impartial role, and it does not provide tailored support to individual companies during the tendering process – or cannot change political decisions or circumvent legal barriers. Forum Virium Helsinki may help in contacting the right people and stakeholders on general level.

Q8: Is there data available about the traffic – for example about traffic amounts, and the share of the port traffic out of all traffic in the area?

A8: At the moment, Jätkäsaari Mobility Lab is compiling different data sources for the use of lab and its pilots. The work is ongoing, but for the preliminary list of data, please see Data & Materials section on the project  website: https://mobilitylab.hel.fi/materials/

Q9: Will Forum Virium Helsinki support with pilot-related workshops? How much Forum Virium Helsinki dedicates its own resources for one agile pilot?

A9: For each agile pilot, Forum Virium Helsinki commits to arrange and cover costs of two co-creation workshops with residents, planners and/or other stakeholders (for example for marketing to end-users, co-creation, stakeholder participation or collecting feedback). In justified cases, more events can be organised, on basis of pilot-specific consideration. Forum Virium Helsinki helps in identifying and inviting the right participants to events.

Q10: Is it possible to advertise the pilot in the street space, for example with banners?

A10: Advertising is pilot-specific and depends on the need. If it is an advertisement, which does not require permits, this may be possible. However, if there are administrative issues or costs involved, we cannot commit to this. Forum Virium Helsinki does not have dedicated visibility in the commercial digital screens in the street space. Forum Virium Helsinki has established contact with local communication channels, such as resident associations, groups and networks.

Q11: What is meant by a successful pilot?

A11: For companies, a successful pilot typically is one that gives a reference of the novel solution, or helps to develop the solution further. For the city, a successful pilot creates useful results, learnings and understanding for the use of planning and policy-making. For the City, it is crucial to gather learnings and results about the feasibility of new technologies and services in relation to the identified challenges, and to the development of activities in general. A small pilot does not necessarily need to make a huge direct impact, but should provide information about the potential and feasibility of the solution if implemented and scaled up.

Q12: What happens after a successful pilot? 

A12: The agile pilot is conducted during the piloting period, which is defined in the contract between the company and Forum Virium Helsinki.  The agile piloting does not include a promise of future procurements or customership with Forum Virium Helsinki or with the City of Helsinki. The challenges of the open call have been defined by the city representatives, and it is probable that the City is interested in continuing discussions about the successful pilots that solve these on these key challenges. However, there is no formal agreement on the continuation. Forum Virium Helsinki helps in establishing contacts, networking, and gaining visibility for the agile pilots.

Q13: What is the connection between agile pilots and smart infrastructure investments of Jätkäsaari Mobility Lab.

A13: This issue is described in the annex of the tendering documents. The smart infrastructure investments will not be directed towards individual agile pilots. The pilot plan cannot rely on Forum Virium Helsinki or the City providing extra smart infra investments.

K1: Mikä on kokeilujen aineistojen ja tulosten julkisuus? Mitä aineistoja yrityksiltä vaaditaan? 

V1: Kokeiltavan palvelun, teknologian ja/tai ratkaisun immateriaalioikeudet säilyvät yrityksellä. Forum Virium Helsingillä ei ole vaatimuksia niiden suhteen. Kokeilut toteutetaan julkisella rahalla, ja Forum Virium Helsingin mielenkiinnon kohteena ovat kokeilun tulokset ja lopputulemat. Yritykseltä vaaditut aineistot on lueteltu tarjouspyynnön liitteessä. Tärkeimmät tulokset ja löydökset voidaan jakaa kolmansille osapuolille, pois lukien liikesalaisuudet ja muut luottamukselliset tiedot. 

K2: Mikä on nopean kokeilun elinkaari? Mitä esimerkiksi tapahtuu kokeiluun ostetuille varusteille? 

V2: Forum Virium Helsinki hankkii kokeilun palveluna tietylle ajanjaksolle. Varusteet ja muut kokeilua varten hankitut resurssit jäävät yritykselle.  

K3. Mitä tapahtuu, jos kokeilun laitteet hajoavat? 

V3: Yrityksen tulee huolehtia kokeilun toteuttamiseen tarvittavien välineiden vakuuttamisesta. Forum Virium Helsinki ei korvaa rikkoutuneita laitteita.  

K4: Mitä nopealle kokeilulle tapahtuu pilottijakson jälkeen?  

V4: Yritys ja Forum Virium Helsinki sopivat kokeilujaksosta sopimuksella. Niissä tapauksissa, joissa ei ole erityistä syytä lopettaa kokeilua varsinaisen kokeilujakson päättyessä, kokeilu voi jatkua yrityksen omalla vastuulla ja kustannuksilla. Jos kokeiluun liittyy määräaikaisia lupia tai muita rajoittavia tekijöitä, kokeilu on lopetettava kokeilujakson päätteeksi. 

K5: Tuleeko kokeilun purkukulut sisällyttää tarjoukseen?  

V5: Kyllä, kulut tulee sisällyttää tarjoukseen. Yrityksen tulee sisällyttää tarjoukseen kokeiluun liittyvät kustannukset, mukaan lukien asennukset ja purkamiset.  

K6: Kuinka tiukkoja aikarajat ovat kokeiluun vaikuttavan ylitsepääsemättömän esteen (ns. force majeure) tapauksessa? 

V6: Ylitsepääsemättömän esteen tapauksessa, Forum Virium Helsingillä on joustava suhtautuminen toteutuksen viiveisiin. Uusista aikatauluista sovitaan totutuksen muutossopimuksella.  

K7: Miten Forum Virum Helsinki voi auttaa neuvottelemaan kaupungin kanssa menettelytavoista ja hallinnollisista asioista, esimerkiksi parkkipaikkojen osoittamisesta kokeilun käyttöön?  

V7: Yrityksen tulee järjestää tarvittavat hallinnolliset asiat etukäteen. Forum Virium Helsingin rooli on puolueeton, eikä se tarjoa räätälöityä apua yksittäisille yrityksille tarjousvaiheessa – eikä voi vaikuttaa poliittisiin päätöksiin tai kiertää hallinnollisia esteitä. Forum Virium Helsinki voi auttaa löytämään oikeita ihmisiä tai sidosryhmiä yleisellä tasolla.  

K8: Onko liikenteestä olemassa dataa kokeiluja varten, esimerkiksi liikennemäristä tai satamaliikenteen osuudesta alueen kaikesta liikenteestä? 

V8: Jätkäsaari Mobility Lab kokoaa parhaillaan eri datalähteitä kehitysalustan ja kokeilujen käyttöön. Työ on kesken, mutta alustava listaus olemassa olevista datoista löytyy hankkeen verkkosivun Data & Materials –osiosta: https://mobilitylab.hel.fi/materials/ 

K9: Miten paljon Forum Virium Helsinki tukee kokeilun työpajojen järjestämisessä? Paljonko Forum Virium Helsinki osoittaa resursseja yhteen kokeiluun?  

V9: Jokaisen nopean kokeilun osalta Forum Virium Helsinki sitoutuu järjestämään ja kattamaan kulut kahdesta yhteiskehittämistyöpajasta. Työpajoihin voidaan kutsua asukkaita, suunnittelijoita ja/tai muita sidosryhmiä (esim. kokeilun markkinointi loppukäyttäjille, sidosryhmäosallistaminen, yhteiskehittäminen, palautteen kerääminen). Perustelluissa tapauksissa voidaan järjestää useampia tapahtumia, tapauskohtaisesti harkiten. Forum Virium Helsinki auttaa oikeiden tahojen tunnistamisessa ja kutsumisessa tapahtumiin.  

K10: Onko kokeilua mahdollista mainostaa katutilassa esimerkiksi mainostauluilla?  

V10: Kokeilun mainostaminen on tapauskohtaista ja riippuu tarpeista. Jos mainos ei vaadi lupia, sen toteuttaminen voi olla mahdollista. Jos mainostamiseen liittyy kuluja ja tai hallinnollisia asioita, emme voi luvata mainoksia. Forum Virium Helsingillä ei ole mainostilaa katutilan näyttötauluissa. Forum Virium Helsingillä on vakiintuneet kontaktit paikallisiin viestintäkanaviin, kuten asukasyhdistyksiin, -ryhmiin ja -verkostoihin. 

K11: Mitä tarkoitetaan onnistuneella nopealla kokeilulla?  

A11: Yrityksille onnistunut nopea kokeilu on tyypillisesti sellainen, josta yritys saa referenssin ratkaisusta, tai joka auttaa kehittämään ratkaisua eteenpäin. Kaupungin näkökulmasta onnistunut nopea kokeilu tuottaa hyödyllisiä tuloksia, oppeja ja ymmärrystä uusista teknologioista ja palveluista suunnitteluun ja päätöksentekoon. Kaupungille on olennaista kerätä oppeja ja tuloksia uusien teknologioiden ja palvelujen käyttökelpoisuudesta suhteessa tunnistettuihin haasteisiin, ja toiminnan kehittämiseen yleisemmin. Pieni kokeilu ei välttämättä itsessään ole vaikutuksiltaan valtavan suuri, mutta sen tulisi tarjota tietoa ratkaisun potentiaalista ja käyttökelpoisuudesta, jos se toteutettaisiin muualla tai skaalattaisiin laajemmalle. 

K12: Mitä tapahtuu onnistuneen kokeilun jälkeen?  

V12: Nopea kokeilu toteututaan kokeilujakson aikana, jonka kesto määritellään yrityksen ja Forum Virium Helsingin välisessä sopimuksessa. Nopeisiin kokeiluihin ei sisälly lupausta tulevista hankinnoista tai asiakkuudesta Forum Virium Helsingin tai kaupungin kanssa. Kaupungin edustajat ovat määritelleet kokeiluhaun haasteet. On todennäköistä, että kaupunki haluaa keskustella kokeiluista, jotka ratkaisevat näitä haasteita. Jatkosta ei kuitenkaan ole muodollista sopimusta. Forum Virium Helsinki auttaa yhteyksien luomisessa, verkostoitumisessa ja näkyvyyden saamisessa kokeilulle.  

K13: Mikä on yhteys nopeiden kokeilujen ja Jätkäsaari Mobility Labin älykkään infran investointien välillä?  

V13: Yhteys on kuvattu tarjouspyynnön liitteessä. Älykkään infran investointeja ei suunnata yksittäisten nopeiden kokeilujen tarpeisiin. Nopean kokeilun suunnitelma ei voi nojata siihen, että sitä varten tarjotaan ylimääräistä älykästä infraa hankkeesta.
